Project Skipper was born out of tragedy. Kathy Baxmeyer, her son Kadin, and his friend Austin, all fell through thin ice and drowned on February 19th 20110, Kadin's 7th Birthday. Project Skipper is a registered not-for- profit organization dedicated to teaching kids and their parents the dangers of going onto ice covered bodies of water. OUR MISSION is to save lives through education and self rescue techniques. We are family and friends which are moved to help save other families from the heartache of losing loved ones by drowning through education. We are a Waterloo, Illinois based organization.

December 18th,2010 Skipper appeared on Fox 2 News morning show launching our project. Skipper became a 501(c)3 February 2011 along with the first Board of Directors fully with Articles of Incorporation.
Governor of Illinois, Pat Quinn declares February ,statewide in the Land of Lincoln as Ice Safety Awareness Month ,signed on January 8th,2013
Project Skipper receives proclamations from Waterloos City Mayor Tom smith endorsing our continued efforts.
Project Skipper received honors from the State of Illinois House Of Representatives through a house passed resolution #20 by the 97th General Assembly offered by Dan Reitz-Al Riley. The resolution passed March 2nd, 2011- delivers our life safety information into the hands of the State Board of Education.
Skipper was a featured presentation at the Illinois Children's Death review Symposium held in Bloomington, Illinois. 2012. Those in attendance at the symposium included state-wide coroners, first responders, and police officers.
